There was an in-principle deal between the three branches of the EU government. The exact text still needs to be finalised and then actually passed (which is why there are no copies of the text). The EU often does this process of negotiation (trilogues) to speed up the legislative process. But it still needs to go through each branch.

The in-principle agreement is a key step forward. But there is still a possibility that it might fall apart (eg, France sounds like it is unhappy).
