I don't even think sentience is a pre-requisite to catastrophe, or if it necessarily relates to super intelligence. 
It's goal doesn't even need to be overtly harming humans. Just causing harm as a side effect of some other goal, that some other humans define.

And again, we can't even get malware of the internet. How would we even attempt to get rid of countless AI agents that might even be capable of social engineering and god knows what else.

Chiang isn’t talking about turning AI off, he’s responding to the idea that a sentient AI would, on its own, intentionally frustrate human’s efforts to shut it down (think Hal).

We can't even eliminate old viruses from the internet, imagine AI agents with free reign and potentially self improvement ability. 
Stuxnet x1000 where we totally lose control of the internet doesn't seem like a crazy sci fi scenario to me.
