OpenAI is preparing to announce a new data center in the United Arab Emirates as part of its Stargate data center effort with SoftBank, according to a person with direct knowledge of the talks. The move is part of a broader push by OpenAI to grow its business in non-U.S. markets, while countries in the Middle East have been courting American technology firms to build new facilities, taking advantage of the relatively low energy costs in the region.

It isn’t clear whether OpenAI would use the data center capacity for its own artificial intelligence. It’s still finalizing the details, but a deal could be announced as early as this week. It comes as Saudi Arabia seeks similar commitments from American AI and cloud firms, and after the Trump administration rescinded Biden-era rules that would have restricted the number AI chips in the region for fear that Chinese firms might access them.

Stargate was originally focused on spending $500 billion on new facilities in the U.S. to help OpenAI develop advanced AI. But last week OpenAI said it would also build data centers in other countries for other companies to use.

OpenAI said the first phase of the global Stargate program would involve 10 countries that would also commit to funding the new facilities. Bloomberg reported on Tuesday that OpenAI is considering building data center capacity in the UAE.
